The European CMP Association Holds First General Assembly and Elects Founding Leadership as the EU Reopens the Rules on Consent

LONDON, 2 June 2026 • The European CMP Association (ECMPA) convened its first General Assembly in London on June 2, electing its founding leadership and confirming that the organization is fully operational at a decisive moment for European digital policy. Less than three months after its establishment in Brussels, the association representing Europe’s leading Consent Management Platforms is primed to act as the coordinated industry voice as the EU moves to redefine consent through the Digital Omnibus.

The people who build and operate Europe’s consent infrastructure now have a single seat at the table. As the Commission pursues regulatory simplification, the association’s message to policymakers is direct: simplification is a worthy goal, but it must not come at the expense of individuals’ right to privacy and digital freedom. Rules written without the experts who turn them into working tools risk failing in the real world. 

The General Assembly elected a founding board drawn from the association’s four founding companies, reflecting a deliberately balanced, pan-European structure spanning France, Germany and Italy, selecting Romain Bessuges-Meusy as the first President of the ECMPA:

Where the Association Stands

ECMPA positions on the Digital Omnibus are concrete, rooted in common sense and hands-on experience. First: browsers should not own consent. Under the current draft (Article 88b), the obligation to handle consent signals would fall to a narrow set of browser vendors. 

The association argues that browsers and operating systems should respect consent signals, not control them, with responsibility staying where the GDPR puts it: on data controllers and the compliance software they designate. It is also pressing for the draft to reconcile automated consent with the GDPR’s specificity requirement, and to protect stored consent decisions from being erased after seven days by browser design choices – a hidden driver of the very consent fatigue that simplification is meant to cure.
